Failure of valve operators on lSJl and 1SJ2.

CONDITIONS PRIOR TO OCCURRENCE=

Recovering from Reactor Trip.

2235 psig DESCRIPTION OF OCCURRENCE:

Following a Reactor Trip, valves lSJl and 1SJ2 were opened from the Control Room to lineup the RWST to the charging pump suction.

It was ob-served that when the valves opened, the motor operator breakers tripped.

Investigation revealed both valve operators had failed.

Technical Speci-fication Action Statement 3.0.3 was implemented and the unit was placed in Mode 3.

DESIGNATION OF APPARENT CAUSE OF OCCURRENCE:

Failed torque switches.on both 11mitorque valve operators caused the motors to draw excessive current damaging the motor windings.

ANALYSIS OF OCCURRENCE:

At 1510 on 1/10/77, Action Statement 3.0.3 was implemented as well as the Action Statement for LCO 3.l.2.2(b) and LCO 3.5.2(e).

In compliance with Action Statement 3.0.3, the Reactor was placed in Mode 3 at 1606.

At 2255, 1SJ2 was operable and Action Statement 3~9.3 and 3.l.2.2(b) was cancelled.

At 1100 on 1/11/77, lSJl was operable and Action State-ment 3.5.2(e) was terminated.

No violation of Technical Specifications occurred.

At no time was there any danger to the health and safety of r

the public or site p~rsonnel.

CORRECTIVE ACTION:

Both motors had damaged windings and needed to be rewound.

Two motors from spares were used to replace the damaged units.

New motors were installed and torque switches were checked and reset.

Valves were stroked and tested satisfactorily.

Damaged motors were sent off site for rewinding.

lSJl and lSJ2 provide a parallel path from the RWST.

Since both valves were inoperable, no redundant path existed.

Motors on both valves were replaced from spares.

Torque switches were reset and tested satisfactorily. This is the first occurrence of this type.
