Dear Mr. O'Reilly:

NRC IE BULLETIN NO. 77-01 PNEUMATIC TIME DELAY RELAY SETPOINT DRIFT NO. 1 AND 2 UNITS SALEM NUCLEAR GENERATING STATION May 31, 1977 In accordance with IE Bulletin No. 77-01 dated April 29, 1977 and received_May 5, 1977, we offer the following:

A review of plant design has been conducted by our Engineer-ing Department and Electric Production Department and it has been determined that the Salem units do not include ITE Imperial t~me delay~ relays in any safety-rel~ted or n6n-safety-related circuits.

2.

The time delay relays used in the Salem units.are provided by the Agastat Division of the Amerace -

ESNA Corporation.

These relays are all specified as having a repeat accuracy better than +/- 10% of the preset time a~justment.

The majority of these relays ~ave an accuracy better than +/- 5%

of the preset time adjustment.

3.

It is our conclusion that the Agastat time delay relays used at Salem are not subject to the drift problem severity described in NRC Bulletin No. 77-01.

This conclusion is based on the stated repeat accuracy of +/- 10% or better and the fact that tim~ delay relays in safety-related circuits are included in the applicable response time testing requirements of the plant Technical Specifications.

The response time tests would disclose relays which drift beyond acceptable limits.
