NRC IE CIRCULAR 76-03 "RADIATION EXPOSURES IN REACTOR CAVITIES" NO. 1 UNIT SALEM NUCLEAR GENERATING STATION In accordance with IE Circular 76-03 dated September 13, 1976 and received September 16, 1976, we offer the following:

A review of plant areas has been conducted; however, since Salem No. 1 Unit has never been critical, the review was made based on cilculated radiation levels assuming design activity levels of 1% failed fuel.
Based on this review, some 34 areas were d~ter~ined to be possible high radiatio~ areas.
Action has been initiated to install physical barriers at each of these areas.

Some of the areas determined above have been posted and/or locked to control access and identify the areas to the nature of the hazard.
These areas will be verified during startup procedure 81.13, "Radiation Monitoring and Shielding Evaluation."
Additionally, during this procedure, surveys will be taken throughout the plant at various power levels to determine if there are any other areas throughout the plant which might require posting and/or access barriers.

A review of Administrative Procedure No. 24, "Radiation Protection Program," has determined that during radiation protection training and retraining programs, the matter of control of and access to such areas is specifically addressed.

The Radiation Exposure Permit System ensures that personnel entry into all actual or potential high radiation areas is only after review and approval 11/1/76 by the Radiation Protection Foreman and the Shift Supervisor.
This review ensures that conditions within the area are known by the individual entering the area and the individuals authorizing entry and that the Shift Supervisor is aware of which areas are occupied and will not change plant conditions which would cause changes in radiation levels in those areas.
