Public Service Electric and Gas Co,mpany November 18, 1977 Director of Nuclear Reactor Regulation U. S. Nuclear Regulatory Commission Washington, D. C. 20555 Attention: Mr. George Lear, Chief Operating Reactors Bran~h #3 Division of Operating Reactors Gentlemen:

INCREASED CAPACITY SPENT FUEL RACKS UNIT NO. 1 SALEM GENERATING STATION DOCKET NO. 50-272 Public Service Electric and Gas Company hereby transmits its application to increase the spent fuel storage capacity from 264 to 1170 fuel assemblies in the spent fuel pool of the No. 1 Unit of Salem Nuclear Generating Station.

The proposed modification incorporates high density poison fuel racks. The attached application provides a description of the proposed modification, safety analysis and environmental con-siderations. The results of the seismic nonlinear, structural and dropped fuel assembly accident analyses, along with the design summary, will be transmitted to you by December 10, 1977.

Additionally, proposed technical specification changes will also be transmitted to you by December 10, 1977.

The No. 1 Unit is scheduled for its first refueling during the first quarter of 1979. The No. 1 Unit spent fuel pool contains no spent fuel at this time, thus facilitating advantageous in-stallation conditions; particularly from the standpoint of occu-pational radiation protection. It is therefore requested that your review of this application be expedited such that approval can be granted by May 1, 1978 in order that the fuel storage racks can be installed in time to meet our refueling schedule.
