Dear Mr. Zech:
SALEM NO. l TECHNICAL SPECIFICATION QUADRANT POWER TILT RATIO March 23, 1978 This letter is to confirm a recent telephone conversation Messrs. J. Nichols and E. Roscioli had with you and Mr. P. Wagner regarding the above subject.
Our understanding is as follows:
3.2.4al.b -
An administrative upper power limit is established when the calculated tilt has exceeded 1.02 for more than two (2) consecutive hours.
Actual operating power level may be raised to this new administrative limit.
After six (6) consecutive hours of a tilt greater than 1.02, the power range high flux trip setpoint is reduced at least the same percentage as the thermal power limit.
The administrative thermal power limit, as calculated, is a moving target and may be recalculated as often as practicable.
3.2.4.a.3 - This paragraph only applies if 3.2.4.a.2 has been implemented.
3.2.4.6 and 3.2.4.c are interpreted in a similar manner as 3.2.4a.
We have reviewed the above interpretation with Mr. L. Norrholm (Principle Inspector) and he is in agreement with our understanding of intent.
Yours truly, H. J. Heller Manager -
