This is in response to your letter of July 24, 1978, which was received on July 31, 1978, concerning our request to amend a surveillance requirement for the fire detection instrumenta-tion.
We have reviewed the effort required to fully meet NFPA Code 72D standards for Class A supervised circuits and at the present time are electing not to perform any upgrading of the fire detection instrumentation supervisory system.
There-fore, we accept the 92-day interval for the circuit checks of-fered in your letter.
In reference to the second item concerning the demonstration of detector operation by subjecting them to heat or smoke as applicable, £he technical specification change to Section 4.3;3.6.l (incorrectly noted in your letter as 4.3.3.8.1) is acceptable with one exception.
The heat detectors on the reactor coolant pumps cannot be heat tested because they are of the fusible link type.
Subj~cting them to a test opens the link and th~ detector must then be replaced.
This portion of the fire detection system is tested by other means which operationally checks the associated system components with the exception of the detector itself.

8-18-78 In light of the above discussion, attached you will find our suggested rewrite for sections 4.3.3.6.1 and 4.3.3.6.2.
In closing, we would appreciate your issuing the amendment as soon as possible because of the manpower burden associated with the monthly circuit checks and the unnecessary cycling of the detectors which increases their probability of failure.

A ATTACHMENT Revised Section 4.3.3.6.l 4.3.3.6.1 Each of the above required fire detection instru-ments which are accessible during operation shall be demon-strated OPERABLE at least once per 6 months by performance of a functional test which includes subjecting the detector to smoke or heat, as applicable.
Fire detection instruments which are not accessible during operation shall be demonstrat-ed OPERABLE by performance of this functional test during each COLD SHUTDOWN exceeding 24 hours2.777778e-4 days <br />0.00667 hours <br />3.968254e-5 weeks <br />9.132e-6 months <br /> except that such demonstration need not be performed more often than once per 6 months.
The reactor coolant pump heat detectors are exempt from this requirement.
4.3.3.6.2 The circuits between the above required detection instruments and the control room shall be demonstrated OPERABLE at least once per 92.days per approved procedures.
