SECOND REQUEST FOR ADDITIONAL INFORMATION FOR REVIEW OF THE MODEL NO. NPI-20WC-6 MKII TRANSPORT PACKAGE (EPID NO. L-2017-LLA-0133)
Dear Mr. Ransohoff:
By letter dated May 7, 2018 (Agencywide Documents Access and Management System Accession No. ML18127B735), you submitted an application to renew and to revise Certificate of Compliance (CoC) No. 9215, for the Model No. NPI-20WC-6 MkII transport package. The package is designed to transport sealed sources, which meet the requirements of special form radioactive material. The application to revise the CoC proposed to increase the shield plug weight described in the safety analysis report, and add shielding calculations. Discussion of this request for additional information and a response date occurred on January 29, 2019.
We request that you provide this information by March 1, 2019. Inform us at your earliest convenience, but no later than February 22, 2019, if you are not able to provide the information by that date. If you are unable to provide a response by March 1, 2019, please propose a new submittal date with the reasons for the delay.
Please reference Docket No. 71-9215 and EPID No. L-2017-LLA-0133 in future correspondence related to this amendment request. Enclosure Request for Additional Information Docket No. 71-9215 Model No. NPI-20WC-6 MkII By letter dated May 7, 2018 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML18127B735), you submitted an application to renew and to revise Certificate of Compliance (CoC) No. 9215, for the Model No. NPI-20WC-6 MkII transport package. This request for additional information (RAI) identifies information needed by the staff in connection with its review of the application. NUREG-1609, Standard Review Plan for Transportation Packages for Radioactive Material," was used by the staff in its review of the application.
Each individual RAI describes information needed by the U.S. Nuclear Regulatory Commission staff to complete its review of the application to determine whether the applicant has demonstrated compliance with the regulatory requirements.
Shielding Review 5.1 Provide additional information regarding the methodology and criteria used to determine whether source material is suitable to be loaded.
Staff analysis shows that a pencil source with the maximum activity limits in CoC Condition 5(b) will not meet the dose rate requirements of Title 10 of the Code of Federal Regulations (10 CFR) 71.47(a). Although the applicant confirmed this in an RAI response (ADAMS Accession No. ML18218A429), the applicant did not provide separate analysis or measurements showing that a package which does not meet 71.47(a) will meet the requirements of 71.47(b). Therefore, the applicant needs to provide the criteria or the process by which the maximum activity that can be transported in a pencil source configuration is determined.
This information is necessary to determine compliance with 10 CFR 71.47.
