~qs~in~~cn, J.C. 20555 We onoose the issuqnce of an operatin~ license for S~lem 2 on two R;rounds:

1) The. reports from the Interagency Review Group cle*=.rly estqblish the fact -that no solution to the was~e problem has been found. The creatlon of more *waste until a permanent repository is established is qn act of irresponsibility of the highest magnitude.
2) The need for power h~s not been de~onstrated. The pqrticipants in Salem 2 suffer from an excess generating c~pqcity which already represents a financial burden
  • to the stockholders and consu~er~ alike.
  • The licensin~ of Sqlem 2 must be viewed in li~ht* of the West V"'.lJ..ey scar.d<tl, the Radon 222 "surprise", the Ras:nussen.

revel~tion qnd other misdeeds.

The licer:s.ing of Salem 2 c.an!lot be r~tion8.lly discussed without q;fix1n;s respo*'1siblity to the individuals mf-1.king this decision.

  • In ligh~ of GSSMO we see no re!:l.. son why the Nuremberg Prir..ci~l.e.s:

so qptly executed once should not h~ve.a place in the future.

" A f;Uperior order -does not relieve a person from respo!1s i bil_i ':y under internqt ion-=tl la'.ti, provided ?. mor,,,.l *choice '.'-las in f:::.ct possible to him."

"I'1dividT1.ls hqve q duty which trqnscends the !J."'l.tion'-1.l oblig<=>.tion of obedience imp.osed by the. individ*lql state-."
