r" H.. DONALD STEWART A5SEMBLYMAN.01STRICT 3 (SALEM* GLOUCESTER) 188 WEST MAIN STREET PENNS GROVE, N.J. 08069 As Cha:Lrman of the Ne-*: Jersey House Committee. on Environment, I ar.1 *.Ti ting to express the Com:ni ttee' s dsep concern* regarC:ing petiding applications to modify the existing pern1its for the storage of nuclear fuel at the Lm*rer Alla~ay Creek To:nship site.

The House Cammi ttec and the entire Ne',-.. ' Jersey Legislature is dec~1ly concerned that any te::iporary adjustment in the storage policy *...rill not be temporary 9 but could very ;*;ell be the first step in creatinG a huge nuclear storaEe facility in Gouthern Ifo~:J Jersey.

It is my position and that of the committee thc::.t even thou_gh minor ddjustments in storage policy may be necessary in order fo:r* the facility to oper-q.te, any major change in the durc.tion of storage * :ould not; be in the best interest of the citizens of :'*IC\\*: Jersey. It ".iOUld <:ippear that by allo'.;ing the facil:i.t~:-

to store for ten years or more, certainly puts off the inevitable decicion th.:J.t the Federal Government !"!mst make on permanent

-:;to-:'.'? 2:;8 f~1cili tL3s.

We feel th2t, :i.f i.ndeed, any exten5ion :i.n time is grantudj it should be for the b2rest minimal amount af time I'easible and certainly no mo~e than an additional fou~ years.

I'..:. i::.:; our opinion thn t if the decision of **:here anC. ho**: t*;) store is continually put off ~~ith extensions such as this, the Federal Govc.rrnn811t *:ill continue to procrastin:?. te in setting up long

'ange storage racilities.

Ii' a compromise such as re suggest cannot be ::'eached, I snc.3e2.t t]:.at you seriously consider hD.lting all further nuclear. activities in N~' Jersey until you solve the storage problem.

S.inc ercly, HIK~: jh
