In Reference 1, Tennessee Valley Authority (TVA) submitted a License Amendment Request (LAR) to the Nuclear Regulatory Commission (NRC) to Renewed Facility Operating License Nos. DPR-33, DPR-52, and DPR-68 for the Browns Ferry Nuclear Plant, Units 1, 2, and 3, Renewed Facility Operating License Nos. DPR-77 and DPR 79 for the Sequoyah Nuclear Plant, Units 1 and 2, and Facility Operating License Nos. NPF-90 and NPF-96 for the Watts Bar Nuclear Plant, Units 1 and 2, to propose adding a new level of protection, Unbalanced Voltage to the Technical Specifications for the Loss of Power instrumentation.

In Reference 2, the NRC transmitted a request for additional information (RAI) and TVA responded to the RAI in Reference 3.

In Reference 4, following discussions with the NRC, TVA revised Reference 1, in its entirety, to remove some extraneous information, make minor clarifications, and revise the implementation date to ensure sufficient time to complete the required implementation actions. However, the Reference 4 letter did not explicitly state that the Reference 2 RAIs and the Reference 3 RAI responses were still applicable. Therefore, this letter clarifies that Reference 2 and Reference 3 remain applicable to the Reference 4 LAR.

TVA has reviewed the information supporting a finding of no significant hazards consideration and the environmental consideration provided to the NRC in Reference 4. The supplemental information provided in this submittal does not affect the bases for concluding that the proposed license amendment does not involve a significant hazards consideration. In addition, the supplemental information in this submittal does not affect the bases for concluding that neither an environmental impact statement nor an environmental assessment needs to be prepared in connection with the proposed license amendment. Additionally, in accordance with 10 CFR 50.91(b)(1), TVA is sending a copy of this letter and the enclosures to the Alabama State Department of Public Health and the Tennessee Department of Environment and Conservation.
