SUMMARY
OF NOVEMBER 28, 2018 PUBLIC MEETING TO CONTINUE DISCUSSIONS BETWEEN THE U.S. NUCLEAR REGULATORY COMMISSION AND INDUSTRY RISK-INFORMED STEERING COMMITTEES On November 28, 2018, the U.S. Nuclear Regulatory Commission (NRC) staff held a Category 2 public meeting to continue discussions between the NRC and industry Risk Informed Steering Committees (RISCs). The meeting notice and presentations used to facilitate discussion are available in the Agencywide Documents Access and Management System (ADAMS), Accession Number ML18263A057 and Accession Number ML18333A196 respectively. The list of meeting participants is provided as an enclosure to this document.
Staff did not receive any public meeting feedback forms as a result of this meeting.
Both the NRC and Industry RISCs discussed their priorities list. During these discussions staff provided status updates on 50.69 License Amendment Request (LAR) reviews, Technical Specification Task Force (TSTF) 505, New Probabilistic Risk Assessment (PRA) Methods, Fire PRA Realism, Treatment of FLEX in Risk Informed Decision Making, and Tornado Missile Risk Evaluator (TMRE). The industry RISC discussed Safety Margins and Regulatory Transformation.

10 CFR 50.69 NRC staff issued the SE for approval of the first non-pilot 50.69 LAR (Limerick) in 11 months from the date of acceptance (one month ahead of the 12 month review schedule). NRC currently has 8 LARs under review and anticipates 3 additional submittals in by the end of the calendar year.
The industry RISC mentioned that the 50.69 process is difficult for plants during the categorization process up front. More systems than anticipated are still being categorized as high-safety significance (HSS). Approximately 30% of radiation monitors, as an example, are being categorized as high-safety via the 50.69 process.
NRC staff mentioned there is a public workshop scheduled to address lesson learned to and 31 improve the guidance for the 50.69/4b process. This meeting will be held on January 30, 2019.
TSTF 505 NRC RISC informed the industry that the TSTF-505 revision is currently under review, and staff expects to lift the suspension by the end of November 2018. The 50.69/4b workshop will include a discussion on risk-informed licensing amendment workload forecasting for more effective resource planning.
NRC RISC asked if industry planned to follow the similar approach of using a template from 50.69 with TSTF-505. Industry said they would look into it but initial reaction was that it would not help with efficiency and speed as TSTFs are already standardized.
New Methods NRC RISC informed industry that a draft project plan was being developed and barring any unanticipated changes to the resolution of the issues or events that requires significant PRA resources the plan will be in place in FY 2019.
Industry RISC requested a public meeting to go through the new methods plan.
Fire Probabilistic Risk Assessment Realism Industry RISC shared that there was a good path forward with NRC RES and that good discussion were being held where technical elements did not meet up.

Crediting FLEX in Risk-Informed Decision Making Both NRC and Industry RISC stated that the FLEX project continues to go in a good direction.
Industry offered to make facilities available for NRC staff to visit and observe the FLEX strategies.
TMRE (Tornado Missile Risk Evaluator)
Staff continue work on the three TMRE pilot plant LARs to an SE closure, with at least the first SE expected before the end of the year. Based on comments by industry at the previous RISC, where a 50.59 option might be offered to some licensees, the staff has researched options and believe that there may be such a path available. Additionally, the staff discussed how going forward staff reviews would take current backfit positions into account. The staff believed that the availability of an approved TMRE model, 50.59 applicability, and staff focus on current regulatory expectations should resolve tornado missile protection issues promptly (within 2019) and with finality.
Industry expressed hope that the 50.59 option would be available, as appropriate to avoid LARs. Industry representatives also understood, and provided an example, where some licensees may still need to submit LARs, dependent on the plant specific situation.
Closing Remarks The public was given an opportunity to speak and ask questions, however, nobody from the public chose to do so. The NRC RISC chair then thanked the participants for their attendance and closed the meeting.
