ThequestionIaskedmyselfwhentheWCSrebuttalwasqueueduponWednesdaywassimple:istherea
guidebook-callitabestpracticesmanual-onhowtolocate,build,andoperateanuclearstorage
facilitythatisntadjacenttoanuclearpowerplant?TheanswertothatquestionisaresoundingYES.In
September,2007theInternationalAtomicEnergyAgency(IAEA),whichwassetupin1957bytheUnited
Nations,publishedareporttitledSelectionofAwayfromReactorFacilitiesforSpentFuelStorage-A
Guidebook.Theguidebookdiscussesregulatory,environmental,andtechnicalrecommendations,and
also provides recommendations regarding facility locations. Section 3.2.2 - titled Location and
infrastructure,states-andIquote-TheAFRimplementingorganizationwouldalsobeadvisedtoavoid
landwithexploitablemineralandenergyresources,landadjacenttoairports,toxicchemicalfacilities,
facilitiesmanufacturingorusingexplosives,andrefineries(emphasisadded).TheIAEAistheworlds
central intergovernmental forum for scientific and technical cooperation in the nuclear field. It has
providedaguidebook,callthembestpractices,forestablishmentofanAFRfacilityforstorageofspent
fuel.AndtheIAEAguidebookclearlystatesthatitsnotagoodideatolocateafacilitynearexploitable
mineralsandenergysources.Sowhyareweevenhavingadiscussionaboutplacingastoragefacility
anywhereinorneartheGreaterPermianBasin?
