Division of Reactor Licensing US Nuclear Regulatory Connnission Washington, DC 20555 Gentlemen:
April 18, 1975 Re:
Docket 50255 License DPR-20 Palisades Plant Steam Generator Leak Since returning the Palisades Plant to service and achieving a significant power level (on about 4-11-75), we have suspected a small primary to secondary leak.
Continued operation at significant power levels enabled us to confirm this leakage and estimate the leakage rate.
This leakage is being observed in the "B" steam generator and is esti-mated to be about** 17 gallons per day.
Observations to date indicate that the leakage rate is remaining constant
- Operation of the plant with steam generator tube leaks was evaluated during initial plant licensing.
As a result of safety eval-uations performed at that time, an appropriate limit was included in the Technical Specifications to limit iodine accumulation in the steam generator. Additional limits were incorporated during 1972 following consideration of the possible effects of fuel densification.
This additional limit of 0.3 gpm is the most restrictive of the two and the current measiired leakage, is about 4% of this limit.
Yours very truly, DAB/mel Ralph B. Sewell Nuclear Licensing Administrator CC:
