Amendment No 35. to Provisional Operating.License No DPR-20 for the Palisades Plant contained Technical Specification changes related to the movement of a shielded shippin~ cask.
Upon receipt of this amendment, Consumers Power noted that a statement in the NRC staff's safety evaluation (Page 4, Item (2)) in~luded.a commitment that had not been previously identified.
This commitment. indicated that Consumers Power would incorporate into plant procedures the requirement to use dual lifting slings, with a minimum factor of safety of five, when moving the shielded shipping cask.
Consumers Power did commit to the use of dual lifting slings but their factor of safety was never discussed.* Norl!lal rigging practices would utilize slings capable of suppo*rting the required load and that are tested to approximately 150 *percent of their design rating.
This subject was discussed with the NRC project manager who acknowledged that the factor of safety items had not been discussed.
Consumers Power stated that dual slinging is utilized in.the movement of shielded shipping casks and each sling is capable of supporting the c~sk weight.
