The Alliance To Halt Fermi-3, which includes 21 supporting Michigan citizen organizations, vehemently opposes the proposed Centralized Interim Storage Facility (CISF) for 40,000 metric tons of high level radioactive waste (HLRW) by Interim Storage Partners at the Waste Control Specialists facility in Andrews County, West TX.

It is our position that attempting a national shell game strategy in dealing with tens of thousands of tons of most radioactive material on the planet is worse than useless. The risks associated with road, rail, and water transport of HLRW for major cities, smaller communities, and regions in between are completely unacceptable. Shipment by barge over the Great Lakes (20% of the world's fresh water) would be an utterly reckless and irresponsible gamble with the drinking water supply for tens of millions of people.

Furthermore, the area for the proposed CISF, upstream from the Ogallala Aquifer, is already beset with radioactive waste dumping, uranium enrichment, and fossil-fuel industry pollution. The low income Latino population in the vicinity of the proposed de-facto permanent waste dump should not be forced to shoulder any further environmental burden, much less half of the entire amount of high-level radioactive waste already being stored at nuclear plants around the country.

The U.S. NRC, as the governmental regulating body tasked with protecting protecting public health, safety, and the environment, should reject the proposed CISF. It is an ill-conceived plan that will only allow the commercial U.S. nuclear power industry to continue to generate high-level radioactive wastes for which there is still no permanent solution since the first atoms were split at Shippingport, PA in 1957.

To proceed would constitute the epitome of institutional and scientific arrogance.
