APPROVAL OF REVISION 18 TO GE-HITACHI GLOBAL LASER ENRICHMENT, LLCS STANDARD PRACTICE PROCEDURES PLAN FOR THE PROTECTION OF CLASSIFIED MATTER, REVISION 7 OF THE PROGRAM CYBER SECURITY PLAN, AND REVISION 8.3 OF THE CLASSIFIED DISTRIBUTIVE INFORMATION NETWORK (DOCKET NUMBER: 07007016)

By letter dated December 11, 2018 (Agencywide Document and Management System [ADAMS]

Accession Number ML18352B153), GE-Hitachi Global Laser Enrichment, LLC (GLE) submitted to the U.S. Nuclear Regulatory Commission (NRC) revisions to Standard Practice and Procedures Plan (SPPP) - Revision 18, Program Cyber Security Plan - Revision 7, and the Classified Distributive Information Network (CDIN) - Revision 8.3. In addition, the GLE letter noted that the NRC inspected the three GLE classified labs (Measurement Lab, General Lab, and Laser Clean Room) on December 4, 2018. The review was conducted by two NRC staff members along with one U.S. Department of Energy (DOE) subject matter expert (SME). The purpose of the review was to verify that all classified matter within the three labs has been removed so that the labs can be returned to an unclassified status.

During the December 4, 2018, review, the NRC staff verified that all classified matter had been moved to an approved storage location within GLE or was appropriately destroyed. In addition, the DOE SME verified that there was no classified network cabling or associated hardware in the overhead trays of the General Lab and the Measurements Lab. The DOE SME also verified that the fiber cabling in both labs had been removed as reflected in Revision 8.3 to the CDIN plan. Based on the results of the inspection of the labs and the review of the subject documents, Revision 18 to the SPPP, Revision 7 to the Program Cyber Security Plan, and Revision 8.3 to the CDIN plan are approved.

In accordance with Title 10 of the Code of Federal Regulations, Part 2.390 of the NRCs Agency Rules of Practice and Procedure, a copy of this letter will be available electronically for public inspection in the NRC Public Document Room or from the Publicly Available Records component of NRCs ADAMS.
