Dear Ms. Wylie:

The Nuclear Energy Institute (NEI),1 on behalf of its members (hereinafter referred to as industry), will be submitting Addendum 7 to NEI 08-09, Cyber Security Plan for Nuclear Power Reactors, Revision 6 dated April 2010. Furthermore, NEI does not object to the U.S. Nuclear Regulatory Commission (NRC) publishing the Addendum once endorsed.

Lessons learned from licensees cyber security program implementation and NRC program inspections conducted during 2017 and 2018 necessitated clarifications to NEI 08-09, Addendum 7 to enhance clarity and consistency in implementation and to support continued NRC oversight activities.

NEI requests that the NRC's review of Addendum 7 to NEI 08-09, Revision 6 and any future submissions of the guidance document be granted a fee waiver pursuant to the provisions of 10 CFR 170.11. This document meets the exemption requirement in 10 CFR 170.11(a)(1)(iii)(A) in that it will assist the NRC in generic regulatory improvements or efforts (e.g., rules, regulatory guides, regulations, policy statements, generic letters, or bulletins).
