  • CONSUMERS POWER COMPANY Docket .No 50-255 Request for Change to the Technical Specifications License No DPR-20 For the reasons hereinafter set forth, it is requested that the Technical Specifi-cations contained in Provisional Operating License DPR-20, Docket 50-255, issued to Consumers Power Company on October 16, 1972, be changed as described in Section.

  • II. Discussion Items A and B - Footnote 4 was added to the Technical Specifications with Change 16 which was associated with trip settings for operating pump combina-tion. At that time it was not recognized that this same footnote should be applied to the testing of the power range safety channels and the thermal margin/low pressurizer pressure channel. Both of these channels are associ-ated with the test surveillance function for which Footnote 4 should apply.

750 A) on a monthly test basis. In addition, Section 4. 7 .1. d requires that the diesel generators not be loaded beyond 2,500 kW. This combination of loading requirements leaves no room for normal load swings which may be ex-pected to occur during the test.

  • The objective of this monthly test is to demonstrate that the diesel generator will respond under accident conditions, The worst loading conditions, as specified in Section 8 of the FSAR, is 2, 714 hp (2,025 kW). We therefore conclude that testing at 2,400 .:!:.. 100 kW will provide adequate as~urance of the diesel generator's ability to perform under accident conditions and allow sufficient margin to assure that normal load swings will not result in ex-ceeding the 2,500 kW nameplate rating, III. Conclusions Based on the foregoing, both the Palisades Plant Review Committee and the Safety and A~dit Review Board have concluded that thiS proposed.Technical Specifications change does not involve an unreviewed safety question.
