INTERPRETATION OF SURVEILLANCE -
TEST FREQUENCIES Amendment No 15 to the Palisades Plant license, dated September 25, 1975, added Section 4.0.2 to the Technical Specifications.
These Technical Specifications surveillance requirements state:
"Unless otherwise specified, each surveillance requirement shall be performed within the specified time interval with:
"a.
A maximum allowable extension not to exceed 25 percent of the test interval, and 11b.
A maximum combined interval*time for any three consecutive tests not to exceed 3. 25 times the specified interval."
This Amendment was added to provide necessary flexibility and at the same time restrict unlimited repeated extensions of the test interval. It is also con-sistent with the CE Standard Technical Specifications.
For those surveillance tests intended to be performed once per refueling cycle, Technical Specification Tables 4.1.1, 4.1. 2 and 4.1. 3 define the frequency to be:
"Each refueling shutdown, but not to exceed 16 months.

mum combined interval" limits of Section 4.02 can be applied to this "normal" 16-month interval.

2 The above interpretation is consistent with the CE Standard Technical Speci-fications.
Table 1.2 of the Standard Technical Specifications states that the R-frequency test must be performed "at least once per 18 months," and 4.02 defines a "maximum allowable extension" and a "total maximum combined interval 11 identical to Palisades but with slightly different wording which clearly allows them to be applied to the 18-month interval.
It is our intention to extend some surveillance testing to approximately 20 months from the date of previous testing in accordance with Section 4.0.2.
These extensions will eliminate an otherwise unnecessary cold shutdown of approximately two-weeks' duration providing substantial savings to our rate-payers.
