I am responding to your November 7, 2018, letter that is publicly available in the NRCs Agencywide Documents Access and Management System (ADAMS)1 under Accession No. ML18323A057. This reply will also be added into ADAMS.
As stated in my October 30, 2018, letter to you regarding the March 21, 2011, letter to New Hampshire Governor John Lynch you referenced, we suggest that you direct your request directly to the State of New Hampshire. The NRC was not party to the response to this letter.
As we have informed you in previous correspondence, the State of New Hampshire and the Commonwealth of Massachusetts have jurisdiction and overall authority over protective action decisions (sheltering, evacuation, etc.) for ensuring the safety of their citizens during a radiological event at Seabrook Station. The Federal Emergency Management Agency (FEMA) approves the states radiological emergency plans and FEMA evaluates the implementation of the states radiological emergency plans. Therefore, questions or assertions on the adequacy of emergency evacuation of schools around Seabrook Station should be directed to the states or FEMA Region I representatives.
