POWER INCREASE APPLICATION Consumers Power Company made application for a power increase to 2638 MWt and full-term license by letter dated January 22, 1974.

On January 19, 1977, a meeting was held with NRC staff members to discuss an interim power increase to 2530 MWt for the Palisades Plant.

Subsequently, a meeting among the NRC, Exxon Nuclear Company and Consumers Power Company was held on May 10, 1977 to discuss the schedule for submittal, review and approval of the interim power increase request and present some early LOCA analysis.

As a result of the May 10 meeting, the NRC staff assigned technical reviewers to review the analy-ses on a preliminary basis and recommend additional analyses that would be re-quired to complete their review.

The schedule developed on May 10 called for Consumers Power to submit all tech-nical reports by July 18, 1977, to submit Technical Specifications changes by August 1, 1977, and for review and approval to be completed in six to eight weeks (approximately mid-September). It is vitally important to Consumers Power and its customers to obtain approval of the power increase at the earliest possible date.

As indicated in the May 10 meeting, the estimated 100 MWe capa-city increase of the Palisades Plant would save Consumers Power and its customers approximately 1.1 million dollars per month for the remainder of 1977-This savings would be realized by the reduction in fossil fuel usage.

By letter dated July 15, l977, Exxon transmitted the supporting documentation (list attached) for Consumers Power's request for an interim power increase.

The Technical Specifications changes and additional analyses requested by the NRC staff will be submitted on August 5, 1977.

It must be stressed that the requested power increase is just an interim step in our request for a full-term operating license and application for an increase (to 2638 MWt) in power level for the Palisades Pla...~t.

The docum~ntation provided at this time is intended to supplement that application.
