Dear Mr. Rezk:

By letter dated July 31, 2018 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML18112A363), Bechtel Power Corporation (Bechtel) submitted for U.S. Nuclear Regulatory Commission (NRC) staff review Bechtel Quality Assurance Program for Nuclear Power Plants Topical Report, BQ-Top-1, 2007 Edition, Revision 003. A copy of Revision 3 along with supporting information can be found in the Agencywide Documents Access and Management System (ADAMS) Package Accession No. ML18212A362. Based on its review, the NRC staff finds that the quality assurance program described in BQ-TOP-1 Revision 3 meets the requirements of Appendix B to Title 10 of the Code of Federal Regulation, Part 50, Appendix B, and is acceptable. Enclosed for Bechtel review and comment is the NRC staff's draft safety evaluation (SE) for the TR.

Pursuant to Section 2.390 of Title 10 of the Code of Federal Regulations (10 CFR), we have determined that the enclosed draft SE may contain proprietary information. If you believe that any information in the enclosure is proprietary, please identify such information line-by-line and define the basis pursuant to the criteria of 10 CFR 2.390. After 10 working days, the draft SE will be made publicly available, as appropriate, and an additional 10 working days are provided for you to comment on any factual errors or clarity concerns contained in the draft SE.

NOTICE: The enclosure transmitted herewith contains Proprietary Information. When separated from enclosure, this transmittal document is decontrolled.
