  • PALISADES NUCLEAR PLANT 1997 NON-RADIOLOGICAL ENVIRONMENTAL OPERA TING REPORT I. BACKGROUND Appendix B of the Facility Operating License, DPR-20, for the Palisades Nuclear Plant, Consumers Energy Company, is entitled, "Environmental Protection Plan (Non Radiological)." This document requires Consumers Energy Company to submit to the United States Nuclear Regulatory Commission an Annual Environmental Operating Report prior to May 1 of each year. This report describes the implementation of the Environmental Protection Plan during the previous year. The period covered by this report is January 1, 1997 through December 31, 1997.

The Palisades Plant operated for 7715.8 hours9.259259e-5 days <br />0.00222 hours <br />1.322751e-5 weeks <br />3.044e-6 months <br /> during 1997 which produced a net total of 5,803,456 MWH. This represents 85. 7% of the net demonstrated capacity for 1997.

II. ENVIRONMENTAL IMPACT EVALUATIONS Several revisions to procedures and. modifications to the facility were evaluated per Palisades Administrative Procedure 4.22, "Non-Radiological Environmental Program" during 1997. Eleven procedures or modifications to the facility were reviewed by the Consumers Energy Company Environmental and Technical Services Department for determination of impact on the environment. One construction project at the facility required approval from other government agencies prior to initiating.

The removal of a former 30,000 gallon fuel oil storage tank required permits from the Van Buren County Soil Erosion & Sedimentation Control Agency and the Michigan Department of Environmental Quality (MDEQ). Extensions to the Van Buren County Soil Erosion and Sedimentation Control Permit No. 07-1-024 under Part 91 of Act 451, and MDEQ Permit No. 96-VB-089-C, under Part 353, Sand Dune Protection and Management, of the Natural Resource and Environmental Protection Act, 1994, P.A.

451, were obtained prior to the tank removal.

The State of Michigan, MDEQ Air Quality Division (AQD), issued a Renewable Operating Permit (ROP), No. 199600476 for the Palisades Plant on October 21, 1997.

The ROP was required to meet the Federal Clean Air Act Title V requirements and was issued by and is subject to Part 5506(3) Of Article II, Chapter 1, Part 55 (Air Pollution Control) of P.A. 451 of 1994. The ROP remains effective until October 21, 2002.

There were no changes, tests, or experiments that involved an unreviewed environmental question, nor did they involve a change to the Environmental Protection Plan.

MI0001457 did not require any changes, nor were there any violations to this permit.

The Ground Water Remediation System was not operated during 1997, since the cleanup and the required quarterly monitoring of the test wells were successfully completed. The final phase of the site closure requires that soil samples and analysis of the plume path be completed. The engineering evaluation, planning, and scheduling of this work continued in 1997.

IV. UNUSUAL ENVIRONMENTAL EVENTS No unusual environmental events occurred throughout 1997.

V. ENVIRONMENTAL MONITORING Documentation of the effects of the cooling tower operation on meteorological variables was required for two years following the conversion from the once through cooling system to the cooling towers. The cooling towers have been in operation for 23 years, and during 1997, meteorological monitoring and other activities related to the cooling towers did not occur.

Herbicides were not applied to the transmission line or exit corridor during 1997, but other areas on the Palisades property were treated as part of vegetative management during 1997 by Rose Exterminators Company. The application of herbicides is documented in Enclosure A VI. NONROUTINE REPORTS There were no nonroutine reports generated during 1997.
