PALISADES NUCLEAR PLANT 1998 ANNUAL NONRADIOLOGICAL ENVIRONMENTAL OPERATING REPORT
1.0 BACKGROUND
Appendix B of the Facility Operating License, DPR-20, for the Palisades Nuclear Plant, Consumers Energy Company, is entitled, "Environmental Protection Plan (Non Radiological)." This document requires Consumers Energy Company to submit to the United States Nuclear Regulatory Commission an annual environmental operating report by the first of May each year. This report describes the implementation of the Environmental Protection Plan during the previous year. The period covered by this report is January 1, 1998 through December 31, 1998.
The Palisades Plant operated for 7144 hours0.0827 days <br />1.984 hours <br />0.0118 weeks <br />0.00272 months <br /> during 1998 which produced a net total of 5,390,584 MWH. This represents 79.1 % of the net demonstrated capacity for 1998.
2.0 ENVIRONMENTAL IMPACT EVALUATIONS Several revisions to procedures and modifications to the facility were evaluated per Palisades Administrative Procedure 4.22, "Nonradiological Environmental Program", during 1998. Ten procedures or modifications to the facility were reviewed by the Consumers Energy Company Environmental and Technical Services Department for determination of impact on the environment. One tree removal project at the facility required approval from the Michigan Department of Environmental Quality (MDEQ). This project did not take place in 1998 but will be completed before the permit expiration date of November 9, 1999.
This permitted project allows the removal of a select group of trees near the plant switchyard fence for safety concerns. This project is permitted by the Michigan Department of Environmental Quality, Part 353, Sand Dune Protection and Management, of the Natural Resources and l;nvironmental Protection Act, 1994 Public Act 451, Permit Number 98-VB-098-C.

No changes, tests, or experiments occurred that involved an unreviewed environmental question, nor did they involve a change to the Environmental Protection Plan.
3.0 ADDITIONAL ACTIVITIES AUTHORIZED UNDER THE NATIONAL POLLUTANT DISCHARGE ELIMINATION SYSTEM (NPDES)
During 1998, the National Pollutant Discharge Elimination System (NPDES)
Permit Number MI0001457 did not require any changes, but one violation to this permit occurred on May 14, 1998, when the daily maximum limit of 20 ppm oil and grease was exceeded. The "National Pollutant Discharge Elimination System (NPDES) Permit Violation Report - May 1, 1998 through October 31, 1998", submitted to the NRC on November 16, 1998 details the NPDES violation which was reported to the MDEQ on May 19, 1998.
The plant's NPDES permit renewal application was submitted in March 1998 to the MDEQ and the appropriate notification and a copy of the application was submitted to the NRC to coincide with this submittal.
The Ground Water Remediation System was not operated during 1998, since the cleanup and the required quarterly monitoring of the test wells were successfully completed. A site closure report, dated October 23, 1998, which summarized the cleanup and monitoring events associated with the site, was submitted by Consumers Energy to the MDEQ. The report also requested the MDEQ to grant a closure for this site, since the remediation has met the original Act 307, Type 8, Cleanup Criteria and the current cleanup criteria. The MDEQ evaluation of the site closure for this cleanup remains in progress to date.
4.0 UNUSUAL ENVIRONMENTAL EVENTS No unusual environmental events occurred throughout 1998.
5.0 ENVIRONMENTAL MONITORING Documentation of the effects of the cooling tower operation on meteorological variables was required for two years following the conversion from the once through cooling system to the cooling towers. The cooling towers have been in operation for 24 years, and during 1998, meteorological monitoring and other activities related to the cooling towers did not occur.

Herbicides were not applied to the transmission line or exit corridor during 1998, but other areas on the Palisades property were treated for vegetative management during 1998 by Rose Exterminators Company. The application of herbicides is documented in Enclosure A.
6.0 NON-ROUTINE REPORTS During 1998, no "Non-Routine Reports" were generated.
