It is our view that, since the Atomic Safety and Licensing Board has ruled that Dow is a party to the pro-ceedings currently before itr and since the NRC Staff's interrogatories *were addressed to Dow as a party, pursuant*

to 10 CPR §2.740b(b), it is up to Dow to either answer or object to the interrogatories.

We deem it inappropriate under the rules to object to interrogatories addressed to a party other than Consumers Power, except to assert any privilege which Consumers Power is enti.tled to under the law.
