On March 22, 1978 a determination was made that the ASCO solenoid valves model LM-831614 were not Qualified to withstand the radiation environment which would be encountered in the event of a Loss of Coolant Accident.

Because no failure mode analysis had been performed to determine the effects of a solenoid valve malfunction caused by radiation exposure, it was conservatively assumed that high radiation exposure would affect the valve internals in such a manner that proper valve operation under LOCA conditions could not be assured.

Since these solenoid valves indirectly control the flow of water to the containment build-ing air coolers, an event report (E-PAL-78-18) was issued and 24-hour reports were made to the NRC both by telephone and TWX.

SubseQuent to the telephone reports, but prior to issuance of a 14-day written report, the vendor notified Consumers Power Company that valve failure under LOCA conditions would be in a manner which would not cause interruption of cooling water flow to the air coolers.

Since the solenoid valves would operate early in the event of a DEA (ie, before an appreciable radiation exposure), it has been concluded that containment cooling could be maintained regardless of the condition of the solenoid valves.

The PRC has reviewed this matter and has concluded that plant operation with the ASCO solenoid valves installed in the containment cooling system is justified.

In the light of the above evaluation, event report E-PAL-78-18 has been reclas-sified as not reportable.
