WESTINGHOUSE BFD RELAYS*
This letter is written* in response* to your letter dated August 17, 1976 enclos-ing IE Circular 76-02 and to clarify our May 7, 1976 response* to IE Bulletin 76-05..
Both items-relate to Westip.ghouse BFD relays.*
In our May 7, 1976 letter, we indicated that we had not had a:ny operating fail-ures* relating to. these* relays.* Review of this response* by. our ::?a*fety. and Audit Review Board disclosed.that we have.had previous problems with.this relay (see A0-21':""74 tranS!D.itted* by* letter dated October* 18*, 1974}.
However, the* failure responsible for that event was unrelated to the description of the coil prob-lem presented in IE 76-05-..
In addi.tion to the* BFD. relays previously identified, we have BF type relays in the control system of each.: of the. two. diesel:. generators,* the refueli_ng machine, seI"Vice platfonn. and tfie
- new. fuel* elevator.
A plant procedure is being writtep. which s.pecifies. operational tests. for each relay.. The tests-: will include in.eaSu:rement of. the pickup and dropout times and the verification of chB.llge of. state* for all contacts. during a cha.ilge of state. of the* corresponding.relay coil.
This procedilre will b.e performed per-iodi.cally until the relays-_ are modified* or replaced.
