By letter dated December l4, 1976, we informed you of our schedule of imple-mentation of Quality Assurance Topical Report CPC-lA.
Since that time, we have had discussions with your personnel concerning changes to that report and our program of implementation.
This letter is written to document the degree of implementation of our QA Pro-gram and to provide revised implementation dates in a few areas where imple-mentation has not been achieved.
With but a few exceptions, the QA Program as described in CPC-lA, Revision l2/l2/77, has been implemented.
A discussion of each of the areas, where some implementation remains to be completed, is described below.
Tentative implementation dates are also presented.
- Policy 2 - Production & Transmission Department It has been the established practice to train all Consumers Power employees in the essentials of performing their jobs.
This training has been the responsi-bility of the immediate supervisor. It was and is, however, less formalized than current requirements for nuclear power personnel.
Significant progress has been made in developing formalized training programs and implementing them.
Specifi-cally, both Big Rock Point and Palisades Plant completed their training matrices and schedule by March l, 1977, and initiated formal training for Operations personnel by June l, 1977.
Formal skills training for maintenance personnel was also initiated at the Palisades Plant.
Neither plant, however, has initiated formal technical training for technical personnel, but they have committed to initiate such training by May l, 1978.
Formal skills training for maintenance personnel has not been initiated at the Big Rock Point Plant but will be by May 1, 1978.
In the General Office, on-the-job training was and is the established practice.
In two technical support departments, a formalized training program is being

Policy 5 - Projects, Engineering & Construction The requirements of supplier-related impositions have been placed upon Consumers Power Company's major modification principal suppliers through the procurement document.
Completion of specific department procedures with regard to procure-ment requirements for principal suppliers is scheduled for April 1, l9(8.
Volume II procedures were revised to incorporate requirements of Volume I policies.
Policy 16 - Production & Transmission Department A highly f"ormalized Deviation Reporting and Corrective Action System., with for-malized, computerized reporting and follow-up has been developed and fully im-plemented. A somewhat informal trend analysis based on a limited number of subject headings has been implemented.
A much more formalized, computerized trend analysis program tied into the computerized Corrective Action reporting system is being developed.
The full development and implementation of the trend analysis program will be completed by April l9(8.
Backfit to the corrective action docume_nts for the past two years will be completed by August 1978.
