©~W Consumers Power notified the IE Region III office of a potential reportable occurrence at the Palisades Plant on April 8, 1978 that related to the environ-mental qua~ification of terminal strips in safety-related equipment circuitry.

An evaluation of the subject terminal strips (in circuits for the containment air coolers and pressurizer pressure transmitter) by Consumers Power has de-termined that a reportable event has not occurred.

A Licensee Event Report will not be issued. It is our conclusion that the circuits which contained terminal strips would have functioned as required during a DBA.

The NRC staff did not share our conclusion and recommended that the terminal strip be replaced.

As indicated in our April 12, 1978 letter updating the Palisades Plant "Equipment Qualification" report, the terminal strips were replaced. during this :past refueling outage.

These types of events are likely to be repeated during the continuing SEP and Consumers Power will report events as required by the Technical Specifications.

Modifications may be made to upgrade plant components, systems, etc, to satisfy the NRC staff, but the modification, in itself, should not result in a reportable event.

If a component, system, etc, do not meet existing specifications or licensed limits or analysis, they will be reported.
