On August 4, 1~88, you requested a maximum of 0.5 mg/l of boron in the final discharge from the Palisades plant.
Your request was reviewed by our Great Lakes and Environmental Assessment Section and the data indicates that boron has a low toxicity to aquatic organisms.
Therefore, discharges up to 0:5 mg/l are approved.

Boron Addition Request of August 4, 1988
Dear Mr. Fobes:
On* August-* 'J°l,... 1988." I *met wi ~h you at* *the Pal.isades Plant for a CEI Inspection.
During the meeting, we discu~sed my letter of August 25, 1988, which approved your request for Boron addition.
You informed me that Consumer's Power believed that my letter set a permit limit of 0.5 mg/l of Boron.
I wish to take this opportunity to confirm what I told you during the meeting*:
My letter of August 25 does not set a permit limit nor can it set a permit limit.
Such limits can only.be set by the Water Resources Commission. and you would have been notified of the new limit in a formal document from them.
Please inform the appropriate Consumer Power staff of this.
In naming a specific amount of Boron, it was my intent only to repeat the exact amount which you requested.
As *we discussed the matter, we discovered that I had not understood your request of August 4.
You told me that Consumer's Power intended its request to be in addition to amounts which are already present.
So, when we left the meeting, I agreed to call Bill Taft and to ask him about his unders.tanding of the request.
Mr. Taft is the person who did the actual review.
I regret to tell you that Mr. Taft also understood your request for 0.5 mg/l to be the total discharge to Lake Michigari.
He reviewed the Boron request with this assumption in mind.
Therefore, our earlier yeview and approval is not valid.
_A new review must be done to consider the total amount of Boron in the discharge.
I understand from our discussion at the Palisades Plant the the amount of Boron in the final discharge (to Lake Michigan) varies considerably.
There are several systems which can discharge Boron and that these systems do not discharge at the same times.
If two or more of these systems discharge at once, the amount of Boron discharged to Lake Michigan might exceed 0.5 mg/l.
I also understand that these other Boron sources were reviewed in the past.
Even so, the total amount of Boron being discharged to Lake Michigan must be known for an accurate review to be made.
Mr. Ronald Fobes Consumer's Power September 16. 1988 f age 2 of 2 I phoned the Permits Section and obtained the quantities of Boron in your most recent application update.
These are the quantities which we have on file as of October 16. 1984:
