Daily Maximum Limit of 10 ug/l TCE

Description of Incident:

During completion of an aquifer pump test, two of three* TCE samples measured 16 ug/l and 20 ug/l at two hours and 60 hours6.944444e-4 days <br />0.0167 hours <br />9.920635e-5 weeks <br />2.283e-5 months <br /> into the pump test, respectively.

The total flow volume for the 64 hour7.407407e-4 days <br />0.0178 hours <br />1.058201e-4 weeks <br />2.4352e-5 months <br /> pump test was approximately 172,800 gal (45 gpm).

Apparent Cause:

The performance efficiency of the temporary air stripping tower was less than expected.

This air stripping tower was only utilized for this one-time pump test.

5. If not immediately corrected, the anticipated time the condition is expect-ed to continue:

The pump test was a one-time 64-hour test.

Improvements in performance will be made in the air stripping tower to be designed specifically for the final clean up operation at the Palisades site.

Corrective Action - The following corrective action was taken or will be taken to reduce, eliminate and prevent recurrence:

Design of the air stripping tower to specifications specific to the Palisades fuel depot release site will improve the expected operational efficiencies necessary to meet the effluent limitations for TCE.

This will be verified with frequent sampling of the effluent during startup operations.

Additional Comments:

The time delay associated with submittal of this maximum daily exceedance for TCE was peculiar to the pump test operation.

The pump test was completed on a weekend and samples were submitted to a laboratory for analysis.

The laboratory returned the results to our consultant on November 26.

The consultant in turn did not transmit this information to Consumers Power Company until December 7 and it was not received by our office until OC1290-0031A-EN01

Subject:

Hydraulic Oil Spill On Thursday, December 6, 1990 at 11:00 a.m., a spill of hydraulic oil caused by the rupture of an oil line on a boom crane occurred.

The spill was at the Palisades Plant site near the main transformers.

There was a loss of approximately 25 gallons of hydraulic oil. Iamediate cleanup of the spill was initiated following the incident.

The bulk of the oil was pumped into a storage drum.

The sand that contacted the oil has been removed and will be disposed of properly.

There was no contact with surface or ground waters.
