STATUS OF RECOMMENDATIONS: EVALUATION REPORT OF NRCS NETWORK STORAGE INTERRUPTION (OIG-17-A-19)
REFERENCE:
CHIEF INFORMATION OFFICER, OFFICE OF THE CHIEF INFORMATION OFFICER, MEMORANDUM DATED OCTOBER 29, 2018 Attached is the Office of the Inspector Generals (OIG) analysis and status of recommendations as discussed in the agencys response dated October 29, 2018.
Based on this response, recommendations 2, 3 and 4 remain resolved.
Recommendation 1 was closed previously. Please provide an updated status of the resolved recommendations by May 15, 2019.

Audit Report THE OFFICE OF THE INSPECTOR GENERAL'S EVALUATION REPORT ON NRCS NETWORK STORAGE INTERRUPTION OIG-17-A-19 Status of Recommendations Recommendation 2: Develop and implement an internal Office of the Chief Information Officer (OCIO) policy that requires NRC subject matter experts to re-evaluate the storage system architecture.
Agency Response Dated October 29, 2018: The Systems, Network, and Related Cross-Cutting Services (SNCC) call was awarded on June 12, 2018; however, there have been further delays as a result of a protest. A protest was filed on June 22, 2018. The protest was dismissed on July 27, 2018. The NRC amended the RFQ (request for quotation) and entered into discussions with the most highly rated quotations on September 10, 2018. Revised proposals were received on September 20, 2018. The Source Evaluation Panel is currently reviewing proposals. The NRC anticipates award by Q2 (Quarter 2) FY (Fiscal Year) 19 and transition completed by the end of 3Q (Quarter 3) FY 19.
Revised Target Completion Date: FY 2019 Q3 OIG Analysis: The proposed action meets the intent of the recommendation. This recommendation will be closed when OCIO demonstrates that a policy was developed and implemented requiring NRCs subject matter experts to re-evaluate the storage system architecture.
Status: Resolved.
Audit Report THE OFFICE OF THE INSPECTOR GENERAL'S EVALUATION REPORT ON NRCS NETWORK STORAGE INTERRUPTION OIG-17-A-19 Status of Recommendations Recommendation 3: Develop and implement GLINDA (Global Infrastructure and Development Acquisition) Service Level Requirement(s) that specify required service availability and performance requirements, from an end users perspective, for email access and network file access (e.g., P:, G:, R:, S: drives).
Agency Response Dated October 29, 2018: The protest has caused further delay to SNCC transition.
The NRC cannot implement the SLR (Service Level Requirement) until the work under SNCC has been transitioned to the awardee. The NRC anticipates award by Q2 FY19. After SNCC is awarded, the awardee has two months from when key personnel obtain security clearances and are on boarded to make the transition.
Revised Target Completion Date: FY 2019 Q3 OIG Analysis: The proposed action meets the intent of the recommendation. This recommendation will be closed when OIG verifies that GLINDA Service Level Requirement(s) were implemented that specify required service availability and performance requirements, from an end users perspective, for email access and network file access.
Status: Resolved.

Agency Response Dated October 29, 2018: The protest has caused further delay to the SNCC transition.
The NRC will implement the governance plan when the work under SNCC has been transitioned to the awardee.
Contractually the awardee has two months from when key personnel obtain security clearances and are on boarded to make the transition.
Revised Target Completion Date: FY 2019 Q3 OIG Analysis: The proposed action meets the intent of the recommendation. This recommendation will be closed when OIG validates that OCIO developed and implemented a GLINDA contract governance plan.
