Project Plan for Reviewing NEI 17-07 Project: Issue NRC acceptance letter for use of the new NEI peer-review guidance (NEI 17-07)

Key Assumptions:

Scope of the new NEI peer-review guidance will be limited to consolidating previous peer-review guidance documents into one document and including guidance (e.g.,

definitions, acceptance criteria) for conducting peer-review of newly developed methods.

o NRC staff will continue development of guidance on definitions such as newly-developed-methods and PRA upgrades with the Owners Groups.

NEI and industry will provide necessary resources to address staff comments and support the proposed schedule.

Industry will perform sufficient number of pilots (at least three, based on staff experiences for the development of Appendix X to NEI 12-13) using the new guidance to test all major elements of the new guidance within three months and will enable staff to observe pilots.

Risks:

Expansion of the above-mentioned scope, identification of new major technical issues, or divergence of expected resources to other high priority projects may affect timely completion of other tasks.

Relies on high quality and promptly responsive industry feedback from PRA experts with competing licensee priorities. Given recent response history, there is a medium likelihood of delay (without high priority at senior utility level).
