PUBLIC SUBMISSION As of: 11/16/18 1:20 PM Received: November 16, 2018 Status: Pending_Post Tracking No. 1k2-96l5-ca00 Comments Due: November 19, 2018 Submission Type: Web Docket: NRC-2016-0231 Waste Control Specialists LLC's Consolidated Interim Spent Fuel Storage Facility Project Comment On: NRC-2016-0231-0220 Interim Storage Partners LLCs Consolidated Interim Storage Facility Document: NRC-2016-0231-DRAFT-0287 Comment on FR Doc # 2018-22810 Submitter Information Name: Catherine Concerned General Comment I am strongly opposed to any further use of Waste Control Specialists Andrews site and transporting nuclear waste there from various points across the country.

The Permian Basin and far west Texas, as well as southeastern New Mexico have seen an increase in seismic activity in the last couple of years, mostly due to fracking.

Also, there has been an increase in subsidence, causing one road to be shut down for a time.

Some areas have subsided as much as 40 inches in 2.5 years in Ward, Winkler, Reeves, and Pecos Counties.

Not only does that increase hazards of storage, it impacts transportation of these fuels also.

Railroads could be particularly vulnerable to shifts in the soil and tremors. In addition, the trains will be passing through small communities that are absolutely not equipped to handle nuclear incidents. It is likely that the rail routes will vary to prevent terrorists attacks, leaving any town with rail transportation vulnerable.

Most of all, we are dealing with a substance far more deadly than any other encountered in history. Not only would a spill kill thousands, it would poison the Earth and atmosphere for millions of years. Please deny this facility's permit. Thank you.
