50-305 License No. DPR-43 FOREIGN OBLIGATIONS COMPLIANCE DURING DECOMMISSIONING Dominion Energy Kewaunee, Inc. (DEK) received a letter from the Nuclear Regulatory Commission (NRG) dated August 17, 2018 (Reference 1) concerning compliance with foreign obligations during decommissioning at Kewaunee Power Station (KPS).
Specifically, Reference 1 discusses a United States Government obligation with the Government of Japan concerning equipment related to nuclear power generation obtained from Mitsubishi Heavy Industries in Japan. For KPS this equipment consists of 29 control rod drive mechanisms (CRDMs) and one reactor closure vessel head (RCVH). Per the agreement referenced in your letter, the CRDMs or RCVH must not be transported to any country other than Japan without obtaining peaceful use assurances from the proposed recipient. The purpose of this response is to state that decommissioning plans are in place for KPS which provide assurance that the referenced equipment will ultimately be disposed of in the United States.
The current KPS Post-Shutdown Decommissioning Activities Report (PSDAR, Reference 2) provides the decommissioning plan for KPS. As stated in the KPS PSDAR, the SAFSTOR option of decommissioning has been selected for KPS.
Decommissioning activities necessary to achieve License Termination are described in the KPS PSDAR and are not scheduled to be completed until the year 2072. The KPS CRDMs and RCVH, which are specifically addressed in the current KPS PSDAR, are scheduled to be disposed of via burial in Decommissioning Period 8 which is scheduled to start in 2070. Major components (including the CRDMs and RCVH) are planned to be buried at facilities in either Andrews County, Texas or Clive, Utah. (Note: As the time period before disposal is long, the KPS PSDAR allows that if other facilities become available, DEK may choose to use them as well.) Additionally, any Greater than Class C (GTCC) waste associated with KPS decommissioning will be stored at the onsite Independent Spent Fuel Storage Facility (ISFSI) until transfer to the U.S. Department of Energy.
