By letter dated October 17, 2018, the U.S. Nuclear Regulatory Commission (NRC) staff responded to your letter, regarding Interim Storage Partners LLCs (ISPs) proposed construction and operation of a consolidated interim storage facility for spent nuclear fuel, in Andrews County, Texas. An electronic copy of the NRCs letter is attached to this e-mail.

In your letter, you requested (1) an extension to the NRC scoping period for its Environmental Impact Statement (EIS), and (2) a public meeting to be held in Jal, New Mexico. You also expressed concerns over the proposed transportation of the spent nuclear fuel over rail lines that pass through your community, and the inadequate training and certification of the fire and ambulance services in Jal to respond to situations involving this transportation.

The NRC staff in its response stated that the EIS scoping period has been extended for an additional 30 days and that the NRC would not be holding additional public scoping meetings for the EIS. The EIS scoping period will close on November 19, 2018, rather than on November 18, 2018, as stated in our letter. Also, the NRC staff did offer to meet with you and other members of your City Council by teleconference to discuss ISPs license application and to answer any questions about the application and the NRCs review process, should you be interested in that offer. It is for this purpose that I am contacting you.

The NRC staff is interested in finding a convenient date and time for the teleconference.

For the NRC staff, it appears that the following dates and times are available, for your consideration:

  • Tuesday, November 6, 2018, 10am to 12pm Mountain Time
  • Tuesday, November 13, 2018, 10am to 11:30am Mountain Time
  • Wednesday, November 14, 2018, 1pm to 2pm Mountain Time If you are interested in holding this teleconference call, please let me know if any of these dates and times work for you and your City Council; if not, then please propose dates and times that would work better.
