Date: Tuesday, November 13, 2018 12:42:47 PM All statements and enclosures I send to you are public information. The only information that is not public is the information I received from FERC under CEII, however it really isnt relevant to my petition. I would also like to provide you with the following site that discusses most major pipeline accidents:

https://www.ntsb.gov/investigations/AccidentReports/Pages/pipeline.aspx All of these NTSB investigations support my position related to the 3-minute isolation time.

The only information missing from these events is the exact time of the event.

I am looking forward to discussing these issues with the PRB Paul Blanch 135 Hyde Rd.

  • Do you understand that the 2.206 Petition process is a public process in which the petition and all of the

  • Your October 11, 2018, supplement includes an Excel spreadsheet and the e-mail includes the statement, You are free to discuss this information with PHMSA assuming you have the proper CEII clearance. Since you mention proper clearance, are the statements in your e-mail regarding the spreadsheet data, or the data itself sensitive information that should not be released to the public?
