On behalf of the U.S. Nuclear Regulatory Commission (NRC), I am responding to your letter dated October 23, 2018 (Agencywide Documents Access and Management System (ADAMS)
Accession No. ML18297A023), in which you share as an information exchange a publicly available Electric Power and Research Institute (EPRI) report entitled, Transportation Rule Technical Support (No. 1003430).
In your letter, you state that EPRI is aware that NRC staff may be considering a revision to NUREG-1608, Categorizing and Transporting Low Specific Activity Materials and Surface Contaminated Objects, in the near future, and that the EPRI report may help facilitate a consistent approach in evaluating survey requirements related to shipping and save the NRC and industry resources by increasing the efficiency of licensee-specific review time and effort.
The NRC staff thanks you for sharing the EPRI report. Fees are not applicable to an information exchange with us; accordingly, there are no fees to be waived at this time. The NRC is not currently revising NUREG-1608. The NRC may revise NUREG-1608 in the future as part of the NRCs rulemaking plan to harmonize 10 CFR 71, Packaging and Transportation of Radioactive Material, with the 2012 and 2018 editions of the International Atomic Energy Agencys Regulations for the Safe Transport of Radioactive Material (Specific Safety Requirements No. SSR-6 (2012) and No. SSR-6 (Rev. 1, 2018)). At that time, the EPRI report may be used by the NRC as a public reference, which would not be billable under Part 170. If EPRI wants to request that NRC staff review and endorse the report, this would be billable under Part 170.
