STATUS OF RECOMMENDATIONS: AUDIT OF NRCS FORCE-ON-FORCE SECURITY INSPECTIONS OF FUEL CYCLE FACILITIES (OIG-18-A-21)

REFERENCE:

DEPUTY EXECUTIVE DIRECTOR FOR REACTOR AND PREPAREDNESS PROGRAMS, MEMORANDUM DATED OCTOBER 24, 2018 Attached is the Office of the Inspector Generals (OIG) analysis and status of the recommendations as discussed in the agencys response dated October 24, 2018.

Based on this response, recommendations 1 and 2 are resolved.

Please provide an updated status of the resolved recommendations by March 15, 2019.

Audit Report AUDIT OF NRCS FORCE-ON-FORCE SECURITY INSPECTIONS OF FUEL CYCLE FACILITIES OIG-18-A-21 Status of Recommendation Recommendation 1: Develop and implement a procedure to ensure classified information is handled and secured properly on force-on-force inspections for Category I fuel cycle facilities.

Agency Response Dated October 24, 2018: The NRC staff agrees with the recommendation. The Information Security Branch, Division of Security Operations, Office of Nuclear Security and Incident Response (NSIR) in coordination with the Security Performance Evaluation Branch, will develop and implement a procedure to ensure classified information is handled and secured properly during force-on-force inspections at Category I fuel cycle facilities.

Target Completion Date: March 1, 2019.

OIG Analysis: The proposed actions meet the intent of the recommendation. OIG will close the recommendation after verifying that NRC has developed and implemented a procedure to ensure classified information is handled and secured properly during force-on-force inspections at Category I fuel cycle facilities.

Status: Resolved.

Audit Report AUDIT OF NRCS FORCE-ON-FORCE SECURITY INSPECTIONS OF FUEL CYCLE FACILITIES OIG-18-A-21 Status of Recommendation Recommendation 2: Update Inspection Procedure 96001 to revise how and when the target area inspection is conducted and consider options such as: allow Region II to conduct target area inspection prior to the force-on-force inspection or conduct target area inspection during planning week.

Agency Response Dated October 24, 2018: The NRC staff agrees with the recommendation. The Security Oversight and Support Branch, Division of Security Operations, NSIR, will review Inspection Procedure 96001, NRC Force-on-Force Inspections at Category I Fuel Cycle Facilities, and work to identify the most efficient and effective way target area inspections can be conducted at Category I fuel cycle facilities. Inspection Procedure 96001 will be updated accordingly, with anticipated completion in fiscal year 2019.

Target Completion Date: March 1, 2019.

OIG Analysis: The proposed actions meet the intent of the recommendation.
