SUMMARY

OF SAFETY RECORDS FOR SPENT FUEL STORAGE CASKS REGULATED BY THE UNITED STATES NUCLEAR REGULATORY COMMISSION

Dear Mr. Steinborn:

On behalf of the U.S. Nuclear Regulatory Commission (NRC), I am responding to your letter of September 6, 2018, in which you requested a summary of any instances of nonconformance, non-cited violation, and violation relating to the manufacture and performance of all spent fuel dry storage casks regulated by the NRC. The NRC staff reviewed safety records documented in NRC inspection reports for the last 10 years to obtain the requested information as well as other applicable violations related to the management and operational performance of an Independent Spent Fuel Storage Installation (ISFSI). The results of this review are contained in the enclosed summary table. Corrective actions have been taken for all the issues identified, as shown in the summary table in the last column designated by a star (*).

As the summary table shows, there were 95 violations identified by the NRC staff regarding the manufacture and performance of spent fuel dry storage casks regulated by the NRC, including violations related to the management and operational performance of an ISFSI for the last 10 years. Of those, 8 were notices of violations, 74 were non-cited violations, 11 were green findings associated with the operating reactor oversight process, 1 was an escalated enforcement action, and enforcement discretion was used for 1 violation.

The summary table contains an enumerated list of violations, including information on storage sites and vendors, types of inspections, types and summaries of violations, corrective action (CA), and the NRCs Agencywide Documents Access and Management System (ADAMS)
