MANAGEMENT

SUMMARY

On August 12, 2011, TRC Environmental Corporation (TRC) conducted a Phase I architectural survey of the Clinch River Site (CRS) in Roane County, Tennessee.

The site, owned by the Tennessee Valley Authority (TVA), is on a peninsula defined by a large bend in the Clinch River between approximately River Miles 15 to 18. As part of the planning for possible construction of power-generating small module reactors on the property, TVA proposes to carry out various site characterization investigations across the entire parcel. Among other tasks, these investigations will include geological core borings and installation of observation wells. In advance of the ground disturbance expected during these investigations, TVA contracted with TRC to carry out a Phase I archaeological survey of the project area, in compliance with Section 106 of the National Historic Preservation Act (as amended) and its implementing regulations at 36 CFR 800.

This survey was designed to document and assess architectural resources located within the Area of Potential Effects (APE) of the planned project. The APE consisted of a 0.5-mile radius surrounding the previously disturbed power block area on the property which totals 153.4 acres. Viewsheds to and from the project area were terminated where topography and vegetation obstructed lines of sight.

A total of approximately 1,289 acres was subjected to the architectural survey.

Prior to initiating the fieldwork, TRC conducted a records search of Roane County survey and NRHP listing and pending files at the Tennessee Historical Commission (THC), located in Nashville, Tennessee. The purpose of the records search was to identify previously recorded architectural properties listed on, or eligible for inclusion in the National Register of Historic Places (NRHP). The search revealed that no previously recorded architectural resources are located within the APE of the current project.

On August 12, 2011, TRC conducted a historic architectural survey of the APE, which resulted in the identification of no previously unrecorded architectural resources (Figure 1). Based on the results of the architectural survey, TRC recommends no further investigation of aboveground properties in connection to the proposed undertaking.
