SUMMARY
OF OCTOBER 29, 2018, PUBLIC MEETING WITH TN AMERICAS LLC TO DISCUSS PRE-APPLICATION OF AMENDMENT NO. 2 TO NUHOMS EOS SPENT FUEL STORAGE SYSTEM On October 29, 2018, a Category 1 public meeting was held between the U.S. Nuclear Regulatory Commission (NRC) and TN Americas LLC (TN, the applicant). The purpose of the meeting was to discuss TNs plans for submittal of Amendment No. 2 to Certificate of Compliance (CoC) No. 1042 for the NUHOMS EOS spent fuel storage system. The meeting notice and agenda, dated October 10, 2018, are available in the Agencywide Documents Access and Management System (ADAMS) at Accession No. ML18283B500. During the meeting, the applicant presented slides, which are available at ADAMS Accession No. ML18296A020. The enclosure to this document contains the meeting attendance list.
The applicant proposed to add the 61BTH Type 2 dry storage canister (DSC) for storage in the NUHOMS Matrix (HSM-MX). The 61BTH Type 2 DSC is from CoC No. 1004 Amendment No. 15. The design will allow for intact, damaged, and failed fuel, the definitions of which come from CoC No. 1042 Amendment No. 1. The design changes to the HSM-MX include front and rear DSC support spacer blocks, and a rear spacer block to maintain the centerline of the DSC.
The applicant also proposed to add two new heat loading zone configurations (HLZCs) for the EOS-37PTH for higher heat load assemblies, up to 3.5 kW/assembly, to allow for damaged and failed fuel storage. The applicant also proposed to add previously introduced HLZCs (Type 1 and Type 4L) to the EOS-37PTH Type 4H basket that was introduced in CoC No. 1042 Amendment No. 1.

Y. Diaz-Sanabria Most of the discussions took place associated with the structural, materials, thermal, shielding, and criticality technical disciplines. During these discussions, the NRC staff emphasized the following:
When other CoC updated final safety analysis reports are referenced in the application, the references should be specific and complete (i.e. Revision, Section, and page number(s)). Further, it may be helpful for the applicant to not only submit the changed pages, but also the pages in that Section, so the staff can clearly understand the change(s) in the context.
All accident conditions should be addressed in the application, even if it is a short statement.
Complete input and output analysis files (e.g. thermal, etc.) should be provided. If an analysis is not provided, the applicant should make it clear in the application why the analysis was not provided, or clearly describe how the previous analysis, or certain cases are bounding, in certain cases, (e.g. shielding), an analysis may be preferable.
All potential issues from CoC No. 1042 Amendment No. 1 should be resolved for the proposed schedule to be maintained.
It may be necessary for the applicant to provide proprietary references; in addition, if large sections of the application are labeled as proprietary, those sections should be thoroughly reviewed, and potentially relabeled to ensure transparency to the public.
TN is planning to submit the application for CoC No. 1042, Amendment No. 2 in the first quarter of calendar year 2019.
No regulatory decisions were made during the meeting. No members of the public attended the meeting.
