Dear Sir or Madam:
In Reference 1, the U.S. Nuclear Regulatory Commission (NRC) issued an Order for Interim Safeguards and Security Compensf:1tory Measures to all operating nuclear power reactor licensees (EA-02-026). In Reference 2, the NRC issued an Order requiring compliance with Key Radiological Mitigation Strategies to Pilgrim Nuclear Power Station (PNPS) (EA-06-137).
In Reference 3, Entergy Nuclear Operations, Inc. (ENO) notified the NRC that it has decided to permanently cease operations at PNPS no later than June 1, 2019. Once certifications for permanent cessation ,of operations and permanent removal of fuel from the reactor vessel _are submitted to the NRC in accordance with Title 1O Code of Federal Regulations (CFR) 50.82(a)(1)(i) and (ii) per 10 CFR 50.82(a)(2), 1the 10 CFR Part 50 license no longer will permit operation of the reactor or placement of fuel in the reactor vessel. s I) D /

Entergy Nuclear Operations, Inc. Letter No. 2.18.056 Pilgrim Nuclear Power Station Page 2 of 3 Pursuant to Section 111.D of Order EA-02-026, a request to rescind Interim Compensatory Measure (ICM) B.1.a is provided in the attachment to this letter. Additionally, pursuant to Sectjon 111.D of Order EA-06-137, a request to rescind this Order in its entirety is also provided in the attachment. These rescission requests are part of the transition from an operating station to a non-operating station. The attachment to this letter contains Safeguards lnforn;iation as defined by 10 CFR 73.21 and its disclosure to unauthorized individuals is prohibited by Section 147 of the Atomic Energy Act of 1954, as amended.
ENO requests rescission of these Orders by November 1, 2019 and that all rescissions become effective following approval of this request and submittal of the certifications required by 10 CFR 50.82(a)(1).
