Dear Yw. Still:

Florida Power and Light Company Tur):ey Point Plant Unit s Ho.

3 and Environmental Report Supplement SPDC Pro'ect Ho. -73;.'3.071 '"-6"1";."j'..

Your attention is called to Section 2.3.3.1.2 "Cooling Nater Discharge 'Xnterim'eriod."

uA required in-the Final Judgement, the Florida Power and Light Company will provide for a minimum environ-mental impact. by minimizing the 'discharge of heated water, to th'e e3;Kent possible, during the interim pexiod.

The minimization wj.ll'be accomplished by a

'oading plan in which Turkey. Point will not gene'rate power above certain minimum values e>:cent after using other sources in the Florida Power ancl Light system and purchased power 3.f available.

Application of the Turkey Point. loading plan in 1972, for example, in conjunction with Biscayne Bay temperatures similar to t:hose experienced in 1970, would resul.t in discharge temperatures above 90'F on3.y in the months

- of Hay through October.

Discharge temperatures above 95're not predicted for 1972 unless certain emer-gencies should occur requirinq addit'nal generat:ion from Turkey Point."

Page Two January 20, l972 These qualifications of the final judgement imply that emergency decisions can still be made by Florida Power and Light which might produce discharge above 95'F.

Ne are opposed to discharge in excess of 95'F in light of present-day knowledge.

Sincerely, 7 el Kup - berg Hzecutive Direc-o JI(/xnan.
