WATERFORD STEAM ELECTRIC STATION, UNIT 3, LICENSE RENEWAL APPLICATION By letter dated March 23, 2016 (ML16088A331), Entergy Operations, Inc. submitted an application pursuant to 10 CFR Part 54, Requirements for Renewal of Operating Licenses for Nuclear Power Plants, to renew the operating license for the Waterford Steam Electric Station, Unit 3, facility. With close coordination and support from your staff in the Division of License Renewal, we completed the inspections at Waterford Steam Electric Station, Unit 3, in accordance with the guidance in Inspection Manual Chapter 2516, Policy and Guidance for the License Renewal Inspection Program, and Inspection Procedure 71002, License Renewal Inspection. The inspections verified that the applicant has implemented the scoping and screening methodology and established aging management programs in conformance with the descriptions contained in the application for license renewal. The inspectors verified the acceptability of the existing and planned aging management programs. Further, the inspectors verified that the applicant provided the required documentation in an auditable and retrievable form. The inspectors identified some issues that the applicant has subsequently resolved satisfactorily. We documented the details of the scope of our license renewal inspection and results in Inspection Report 05000382/2017007, dated March 31, 2017 (ML17094A238).

We determined that the applicants programs and activities related to the license renewal of Waterford Steam Electric Station, Unit 3, have been, or will be, completed in substantial agreement with docketed commitments and regulatory requirements. Within the above inspection scope, the applicant demonstrated the capability to manage the effects of aging during the period of extended operation. Therefore, we conclude that there is reasonable assurance that the applicants aging management programs will provide an adequate foundation for renewing the license for Waterford Steam Electric Station, Unit 3, for an additional 20 years.
