ENDORSEMENT OF NEI 05-05 FORCE-ON-FORCE CONTROLLER RESPONSIBILITIES GUIDELINE, REVISION 6, DATED OCTOBER 2018

Dear Mr. Gross:

This letter is in response to your October 23, 2018, letter (Agencywide Documents Access and Management System (ADAMS) Accession Number ML18296A272) requesting review and endorsement of NEI 05-05 Force-on-Force Controller Responsibilities Guideline, Revision 6, dated October 2018.

The U.S. Nuclear Regulatory Commission (NRC) staff has performed an extensive review of NEI 05-05, Revision 6, which was revised to address staffs comments and recommendations offered through multiple meetings and conversations with Nuclear Energy Institute (NEI) representatives. Based on the review, the staff concluded that the guidance included in NEI 05-05, Revision 6, is acceptable for use by licensees in controlling force-on-force exercises.
