[External_Sender] NRC Docket 72-1050 NRC 2016-0231 Reject the Proposal to consolidate irradiated fuel because it is illegal, and banned by federal law until there is a permanent repository in operation. If NRC proceeds, the application must be published in Spanish so all affected residents can read it.

NRC is obligated to hold public meetings in affected communities and along potential routes, especially in Texas.

Commenters need 180 days to reply.

Publish an EIS including scope, technical, social, geographic, cultural, and political international impacts.

SYNERGISTIC EFFECTS --- WCS already has hazardous, radioactive, and mixed waste. WCS keeps adding more hazardous waste to the site. Next door is a uranium enrichment facility. The EIS must evaluate the multiple hazards, and the impacts of accidents, releases, and explosions from its neighbors.

EARTHQUAKES --- The area may be seismically active, and there are large amounts of fracking and other extraction near the site, possibly even beneath it.

SEVERE WEATHER and CLIMATIC CONDITIONS --- The site of the proposed CIS facility in Andrews County, Texas is subject to severe weather and climatic conditions that threaten nuclear waste containers. The site is affected by extreme temperatures, wind / sand storms, wildfires, lightning strikes, electrical storms, floods, and tornadoes.

PROXIMITY TO WATER --- WCS seeks a permit to release radioactive and hazardous water to the New Mexico side of its property. There is water at the site and there are nearby major aquifer formations.

ACTS OF MALICE and OTHER DELIBERATE SABOTAGE --- Vandalism en route to and at the proposed site must be considered, including potential drone attacks.

STORAGE CONTAINER SYSTEMS --- The WCS irradiated fuel storage period could exceed the expected life of the dry cask containers. NRC must consider the industry's inability to re-containerize nuclear waste when casks fail, the absence of a re-containerizing facility at the WCS site, and the amount and source of funding.

ENVIROMENTAL and ECONOMIC JUSTICE --- The area has valuable industries and interests that would be threatened by this proposal. Even some of the hazardous and extractive industries that are a big part of the economy oppose the dump. West Texans have experienced environmental racism for decades. People of Color continue to be disproportionately impacted by hazardous and toxic wastes.

TRANSPORT DANGERS --- None of todays certified waste containers are designed for real-world transport conditions (temperatures, crash speeds, submersion in water) and none have been physically tested, despite dump-promoters' misuse of 40 year-old crash-test videos on totally different casks. Regarding cracks and leaks, the storage containers cannot be monitored, inspected, repaired, or replaced --- yet the waste will stay dangerous far longer than the containers will last. Finally, NRC promises future technologies which don't even exist yet. NRC must prevent 10s of

2 1000s of shipments of the most deadly radioactive waste in super-heavy, inadequate containers over the nation's railroad tracks, roads and bridges.
