REMARKS: IMC 0609, Significance Determination Process, has been revised to incorporate applicable recommendations from the Inspection Finding Resolution Management Effectiveness Review Report (ML18123A319). Specifically, best available information and SDP timeliness were defined. Reference is also made to a new procedure, IMC 0609 Attachment 5, Inspection Finding Review Board, to improve management oversight and planning of potentially greater than Green inspection findings. Duplication of information to IMC 0609 Attachment 1 (SERP Process) was deleted, making this document a higher- tier program level document. This IMC will replace IMC 0609 and IMC 0609 TP.

IMC 0609 Attachment 1, Significance and Enforcement Review Panel Process, has been revised to incorporate applicable recommendations from the Inspection Finding Resolution Management Effectiveness review Report (ML18123A319) and clarifications to the SERP decision-making process, reflecting the EDOs consensus decision-making model. Changes include: (1) the role of the SERP was modified to focus on the significance of the inspection finding and any related enforcement action(s), (2) Planning SERP details were moved to this procedure from IMC 0609 and the Planning SERP Worksheet was eliminated, (3) incorporation of best available information, (4) Added references to the Inspection Finding Review Board process and associated documentation, (5),

reduction to one SDP peer review performed by HQ, (6) assignment of NRR/DIRS as SERP facilitator, (7) numerous editorial changes to eliminate redundancy and provide succinctness, (8) incorporation of the final SERP into the Post-Conference review, and (9) development of a Table of Contents. This IMC will replace IMC 0609 Att 1 and IMC 0609 Att1 TP.

IMC 0609 Attachment 2, Process for Appealing NRC Characterization of Inspection Findings (SDP Appeal Process), has been revised to provide a minor clarification to the required documentation when denying an appeal.

IMC 0609 Attachment 5, Inspection Finding Review Board, has been revised to incorporate applicable recommendations from the Inspection Finding Resolution Management Effectiveness Review Report (ML18123A319). Changes primarily reflect expansion of the IFRM process to all ROP cornerstones, revised criteria for holding an IFRB, and clarifications to the purpose of an IFRB. The IFRB-SERP worksheet was revised with the SERP worksheet being relocated to IMC 0609 Attachment 1 and the IFRM survey that supported the pilot period was removed. This IMC will replace IMC 0609 Att 5 TP.
