Dear Mr. Boyle:
TN Americas LLC, on behalf of TN lnternational, requests a renewal to the Competent Authority Certification (CAC) USA/0565/B(U)F-96 to include the contents as authorized in Revision 3, namely MTR elements loaded in a MTR-52SV2 basket as described in the French Certificate, Appendix 9, Content No. 9.
ln support of this application for revision, the following enclosures are included:
- provides the French Approval Certificate of a Package Design, Number F/357/B(U)F-96 (Revision Eaf) in English.
- provides the French Approval Certificate of a Package Design, Number F/357/B(U)F-96 (Revision Eaf) in French.
- provides a listing of the TN lnternational TN-MTR safety analysis report (SAR) changes from the previously submitted consolidated SAR, Revision 2, dated November 12, 2008. These changes are discussed chapter-by-chapter within the SAR. This enclosure is Proprietary.
- provides the English translation of Revision 15 for the proprietary version of the TN lnternational SAR, document number DOS 00032593-000, dated November 17, 2015. The document numberforthe English translation is DOS-18-011415-000. This enclosure is Proprietary.

- provides TN lnternational's statement of proprietary information pursuant to 49 CFR 7.14, 49 CFR 105.30, and 10 CFR 2.390 to cover and Enclosure 4. These documents contain TN lnternational's proprietary and business sensitive information.
ln the English translation of the certificate (F / 357 / B(U)F-96, Revision Eaf), on page 2 of 10 of the Certificate for Appendix 9, specifically Section 4, Sub-Criticality Study, there are three appendices listed; Appendices 5A-10, 5A-11, and 5A-12.
These three appendices are not being provided as they are not applicable for the shipment this revalidation request is for. This revalidation request is for Sub-content Number 1, intact elements, fuel type UySi 2 in Table 9.2.1. Appendix 5A-10, although written for Sub-content Number 1 fuel types, covers the criticality analysis for U30 8 fuel types, which were added since the previous revalidation of 2009.
Appendix 5A-11 is for Sub-content Number 2 and Appendix 5A-12 is for Sub-content Number 3.
Nate that Chapter 00 - Appendix 2, document number DOS-180011415-002, of the TN-MTR SAR provides a table listing the lnternational Atomic Energy Agency (IAEA) regulatory articles with respect to the transportation regulations and the applicable chapter(s) in the TN-MTR SAR.
TN Americas LLC respectfully requests a review and issuance of Revision 4 of the TN-MTR CAC to include the renewal of the revalidation for Appendix 9 per French Certificate of Approval, certificate F/357/B(U)F-96, Revision Eaf on or before January 30, 2019. This renewal is in support of a shipment early in the second quarter of 2019, returning MTR fuel assemblies to the Savannah River Site as part of the DOE's Foreign Research Reactor Spent Nuclear Fuel (FRRSNF) Program.
Due to the size of this submittal package, computer disks with this cover letter and Enclosures 1 through 5 are being provided to both you and Mr. Conroy of your organization.
