VOGTLE ELECTRIC GENERATING PLANT UNITS 3 AND 4 ISSUANCE OF AMENDMENTS AND GRANTING OF EXEMPTIONS RE: CONTAINMENT PRESSURE ANALYSIS (LAR 17-043) (EPID L-2018-LLA-0005)
Dear Mr. Whitley:
In response to your application dated December 21, 2017, as supplemented by letter dated September 28, 2018, the U.S. Nuclear Regulatory Commission has issued the enclosed Amendment Nos. 147 and 146 to Combined Licenses (COL) Nos. NPF-91 and NPF-92 for the Vogtle Electric Generating Plant (VEGP) Units 3 and 4, respectively.
The amendment authorizes changes in the form of departures to the VEGP COL Appendix A, Technical Specifications, Appendix C, Inspections, Tests, Analyses, and Acceptance Criteria, and the Updated Final Safety Analysis Report to reflect an updated plant-specific containment integrity analyses. This change was supported by Westinghouse Electric Companys technical documents that have been made available to the staff and included calculations/analyses for heat sinks, WGOTHIC evaluation, model, mass and energy releases, steam line break containment integrity, and loss of coolant accident containment integrity.
The exemption allows changes that impact Tier 1 of the plant-specific DCD and associated COL Appendix C of the Facility COL as specified in LAR 17-043. This exemption is related to, and necessary for, the granting of the amendment which is being issued concurrently.
B. Whitley A copy of the related Safety Evaluation, which includes the evaluation of the amendments and exemptions, is also enclosed. The notice of issuance of the amendment and exemption documents included in this letter will be published in the Federal Register.
